From that error message, I would surmize that you have not installed a mail server on localhost:25. But from the information provided, that is just a guess. As Steven and others have said many times on this fourm: Wamp does not natively have a mail server, you need to provide a mail server for sendmail to connect to. The mail server can be on the same machine as Wamp, in which case

You seem to have forgotten step 0.5 and step 1.5 0.5 stop all wamp services 1.5 delete wamp folder. Then before installing wamp2.2e (which comes in 5 flavors) did you read the sticky about 'MSVCR100.dll', at the top of the forum? HTH regards...

As Steven has stated, your version of drupal requires a version of php that you do not have installed with wamp. Please reference this link and check your drupal version and your wamp php version against these requirements shown. regards...
