=> Wamp tells Apache service to restart whereas it has not been started yet.
If you just start Apache before trying to enable extensions, it will be okay...

WampServer ne renvoie pas ce genre de message, il affiche une page remplie d'informations( avec logo...)
Cela indique donc qu'il y a un autre serveur web qui utilise le port 80 (le même que celui de Wamp) et qui provoque un conflit.
Il s'agit probablement du server web intégré à Windows : IIS
Pour le désactiver :

Peux tu coller ici le contenu de ton fichier host (en général dans C:\Windows\System32\Drivers\etc)

Have you tried using your local ip (192.168..) ?
It worked for some people.

Maybe you can try to uninstall / reinstall services.
=> Launch uninstall_services.bat
=> Launch wampserver
=> Install Apache Service
=> Start Apache Service (icon become yellow)
=> Install Mysql Service
=> Start Mysql Service (icon become white)

For those who would have this kind of problem, here is a list of possible causes with a valid solution for each one :

Il est peut être également nécessaire d'activer l'extension php_pdo_pgsql.

Pour changer le dossier ou windows cherche votre fichier php.ini (sous XP) :
Panneau de configuration -> Système (ou Windows+Pause)
Onglet Avancé -> Bouton Variables d'environnement
Dans la partie Variables système, cliquer sur Nouveau
Nom de la variable: PHPRC
Valeur de la variable: le chemin correct (sans guillemets) du bon php.ini

Il est possible que le php.ini chargé ne soit pas le bon...
Pouvez-vous regarder le chemin Loaded Configuration File dans phpinfo
Chez moi cela ressemble à ca: C:\wamp\bin\apache\apache2.2.8\bin\php.ini
Pouvez-vous aussi regarder sur cette page s'il existe une section mysqli, qui indiquerait si l'extension est chargée ?

Vérifiez dans le fichier php.ini que la ligne extension_dir = "c:/wamp/bin/php/php5.2.5/ext/" est correcte.
Le chemin doit être entre guillemets et le dossier doit exister.

Maybe mysqli extension is not loaded...
To activate it, Left clic on wamp icon -> PHP -> PHP extensions -> php_mysqli
EDIT : Mysql conf file also contains path so you have to correct them... (basedir, log_error, datadir)

You said "Call to undefined function", but no what function is concerned...
Problem is your install path because it contains parentheses !!
Function used to parse it is parse_ini_file() and as it is said in the documentation :

Your wamp icon is red because no service are started.
Left click -> Apache -> Service -> Start / Resume service.
If action is grayed, click on install_service in this submenu before...
Do the same with mysql service to get a white wamp icon. Forum: WampServer English

You have to see which service is not started and try to start it.
If icon does not become white, then you have to check the corresponding log
(Apache -> Apache error log / Mysql -> Mysql log)

I don't know why you go to setup when you log in from the login form, but
what you can do is : download the latest version of phpMyAdmin,
or you can manually correct this notice in the given file :

Did you install latest WampServer ?
Apache and Mysql already get their service : wampapache & wampmysql
When you install Wamp, you have to install services using the tray menu.
Then you can start them to use it.
As they are installed, when you restart wamp, service try to automatically start with wamp. Forum: WampServer English

This error appears when you click on an item in menu.
This item tells a service to restart whereas the service has not been started or installed...
It's a normal behaviour, but for some other commands it ignores errors and so, doesn't show anything...
