Downloads index.php instead of displaying it

WAMP Server 2.0
Windows 7 - 64 bit
Firefox 3.6
Internet Explorer 8
Dreamweaver CS3

So I'm developing an upload script, It's one that I wrote about three years ago and I want to format it for a new site. I got everything functioning perfectly on my local machine and uploaded it to my web server, spent some time working with the php.ini file on the server to get it to upload large files. Great everything is working perfectly but when I go back to my local files to designs the look of the page, my browsers try to download it instead of displaying it. I reviewed the php.ini file on my local machine and it seems to be fine. I uninstalled and reinstalled Firefox making sure not to import anything from explorer and the same thing happened. I moved the index.php file to another directory and the same thing. When I moved it to the site root folder and got an error message so the script actually began to execute but when I resaved it in its own subdirectory it wants to download it again. Now other php websites that I have stored on my local machine work perfectly fine, just not is some subdirectories. In the four years I've been working with WAMP I've never encountered anything like this. Is there something I'm not seeing?
