This sounds like MYSQL is not actually running, or maybe you have another MYSQL Server installed on your system.
Did you try to install MYSQL manually before trying WAMPServer?
Look at Windows Services
CTRL+R
Enter services.msc
Press the OK button
WAMPServers MySQL service is called `wampmysqld`
If you installed MYSQL another way there may also be a service called just `MYSQL`
If this is the case, the solution is to uninstall the other MYSQL Server, after backing up any databases you may want to keep. You can then restore those databases to the WAMPServer MYSQL Server
