No permission to access / - back again

I was having some problems with an app on my system and decided to start from scratch. So I uninstalled the app and then uninstalled and reinstalled Wamp. BAD DECISION

I'm running 32 bit under Windows Vista Ultimate (SP2)

I did a fresh reload of WampServer (32 bits & PHP 5.3) 2.2E

Everything seemed to go okay, but now I'm getting the dreaded "You don't have permission to access /phpmyadmin/ on this server".

As a workaround, I've edited the ini file:
Apache | Alias directories | [localhost] | Edit alias
and followed the directions "to give access to phpmyadmin from outside"

This has given me the ability to proceed, but I'm uncomfortable that it opens a gaping security hole.

Can you provide a better, perhaps "proper", solution?

Did you have a password on your mysql user 'root'.

If so add that password to the C:\wamp\apps\phpmyadminx.y.x\config.inc.php
