Aestan Tray Menu has encountered a problem

Hello all;
I run simple Linux and Windows OS servers with Apache and PHP so I think I know a bit. However, I am really getting nowhere on a current project/build.
I want to configure a server to run Wordpress or Silverstripe so I built an XP - SP3 PC, installed all required progs and apps (VC++, dotnet 4) and dl'ed Wampserver. And my firewall is OFF.
No matter how often I reinstall, reformat or whatever, I cannot get past the "Aestan Tray Menu has encountered a problem" error and start the program.
So I dl'ed EasyPH as an alt and got an error that Apache couldn't start. I saw nothing weird in the httpd.conf.
So I dl'ed Apache and it works fine! (IP and ports are operational)
I would so appreciate someone clue-ing me in on what I could be missing. My major reason for this venture is to try Wordpress (CMS) and I am NOT a MySQL person...so I thought a package might be the way to go. I have read countless posts but to no avail. Thank you

I have tried both VC++2008 and VC++2010, loaded them prior, also tried after, and always regardless to no success. Currently have 10.0.40219 installed.
And I have read the posts...so many posts.
Thank you

install the program using the default values (actually have tried modifying too). At the end of the install I let it load the program and I get the failure notice. (or after the failure to load if I try to start it again)
