Wordpress on WAMP no admin priveleges

I have Wordpress 3.4.2 installed on WAMP on Windows XP, and I have a normal administrator user account.

However, this admin account cannot install plugins, administer users, update the Wordpress software, or administer the Wordpress network.

The wp_capabilities of my user account is a:1:{s:13:"administrator";b:1;}
The wp_user_level is 10

Someone on another QA forum replied that the WampApache user needed read/write access to the Wordpress folder. Apparently WAMP runs as System, and System has read/write access to the Wordpress folder already.

Any clues?

Nothing to do with file permissions on windows. Definitely Something to do with the user you made.

The user account I made was automatically generated by Wordpress on first installation.

I can't look until 1300gmt.

Do u remember when install Wordpress did you get a successful page or just a blank page after the installation?

Yeah, it stopped at [localhost]

I made another new install, and it stopped at the same point, but I refreshed the page, and received

"Already Installed
You appear to have already installed WordPress. To reinstall please clear your old database tables first."

I can elect to log in from here, and doing so presents me with the ability to install Plugins, which I can't do on my other installation.
