I have basically the same problem, but on Windows XP. I did not have the MSVCR100.dll Missing error, just the phpMyAdmin and webGrind Forbidden errors. (I don't actually know what webGrind is used for, just that I can't use it.)

I 'uninstalled' the whole program, then re-installed it, and I still get the '403 Forbidden' error. I am running McAfee as my security (I saw on another thread that it causes problems sometimes) so if that's the problem here, please tell me EXACTLY how to bypass it or make it allow me to use this site, or whatever it is I need to do. I'm trying to learn how to use databases and MySQL.
