Forbidden 403 Error (Xdebug); Installing new Vers. of phpMtAdmin

H i There! I had no problem installing the WAMPP server. Went like a breeze. This is a two-part question;

1) After I installed Joomla! 2.5.4 in a subfolder in the root directory of the WAMPP server i named it OBS. I downloaded and installed a template I wanted to use. Yet when I bring the site up. I get the following 403 Forbidden message:

You don't have permission to access /obs/<br /><font size='1'><table class='xdebug-error' dir='ltr' border='1' cellspacing='0' cellpadding='1'><tr><th align='left' bgcolor=' on this server.

Also
2) in the phpMyAdmin I had this message pop up at the bottom:
A newer version of phpMyAdmin is available and you should consider upgrading. The newest version is 3.5.0, released on 2012-04-07.

How can I install a newer version of phpMyAdmin on the WAMPP server??

Didi you install wamp on a different machine to the one you are trying to use to view the site?

Forget about the newer version of phpmyadmin, its not important.

RE: Joomla, its not a speciality of mine but when I installed it I put it in a virtual host rather than just dropping it in a directory below the www folder.

Try that, there is a doc here somewhere that will help setup a virtual host

Okay will; do that. Also will I be able to from that point on after placing the new site live do updates to the server from the virtual host?


I will ignore the myPhpAdmin upgrade.
