Error on Import

I am having problems importing larger files into phpmyadmin (hope this is the corret place to ask)
I have tables of 5000 records and less, and they import with no problem, but when I try one of 10,500 or 15,400 i get this error the larger one is 3.1 meg
ERROR MESSAGE
No data was received to import. Either no file name was submitted, or the file size exceeded the maximum size permitted by your PHP configuration. See FAQ 1.16.
Where exactly do I adjust the INI file to fix this please, assuming the ini file is the problem ?

For large tables it is best to use the MySQL console.
This has no PHP execution time and file size limit to get in the way.
