how to remotely connect to mysql on vm

Actually my question is two fold, let me explain

1. I am trying to connect to the mysql installation that is running on a virtual machine (Windows OS - Windows 7 - 64 with IIS7) on which I installed wampserver. The local network IP for this virtual machine is 192.168.1.106 and I use Navicat for MySQL to connect to all of my MySQL database servers (production and test environments). I allow the MySQL Server (part of the wampserver installation) to be reached through the Windows firewall. My Navicat tool however comes up with a 1130 - Host "MyWorkStation" is not allowed to connect to this MySQL server.

What have I overlooked my dear fellow WampServer users

2. it is more of a WampServer / IIS7 issue. I Apache running on [localhost] , IIS7 is doing its ways on port 80 by default. Does this affect perhaps the possibility to reach the MySQL server on my virtual machine from the desktop of my host OS (also Windows OS 7 - 64)

Have you set up the userid in mysql so that it is allowed to connect from a remote ip address?
