perl wamp server settings

hi, i am pretty new wamp server i am trying to set up wamp server httpd file for perl .The problem is that i am always getting the error "you dont have permission on this server " i have been working on for hours and found nothing available could you please take a look my configuration file i cant find out what is wrong i would be really appreciate

try open c:\windows\system32\drivers\etc\hosts


and remove

::1 localhost
