firewall option during install mistake

I'm wondering if someone can answer this question for me.
I screwed up during the instal process. When the installer asks if you want to allow WAMP through the firewall, I chose 'no' instead of 'yes'. This has led to me not being able to access phpMyAdmin. I get a 403 forbidden error when I try
