Ports and permission

Hi guys, i have problem.
I have Wampserver version 2.2 and this is second time i have installed it on my computer and now i have the same problem.
1) Im using Routher and that means some ov my ports are blocked. I wanted to ask, where i can change them and i want to know, how i know which ports arent blocked ? Last time i used port 6465 which was open for me adn everything was ok.
2) When other pupils try to open my webpage it throws out
"Forbidden
You don't have permission to access / on this server."
3) The green Light is going on wampserver, but it is still offline atleast it says so.
So guys please help me!
This time i cant fix it myself because last time my friends helped me but now he has no time.
