403 Forbidden Message while phpMyAdmin works

For some time now WAMP has been my servers set on Windows 7; I just upgraded my hardware, and now, WAMP throws a 403 Error message.

"403 Forbidden
You don't have permission to access / on this server."

I use vhosts set-up so each site has its own root. The Windows "drivers\etc\hosts" file embodies the servers list as a 'copy and paste' from the previous computer's Windows 7 system. The same situation holds true for Apache's "extra\httpd-vhosts.conf" file. httpd-vhosts.conf is included in the "conf\httpd.conf. All the same set-up as on the previous computer.

If relevant, the files were migrated using "Windows Easy Transfer". I have been having problems with other programs as I install them, such as Acrobat Pro 9 took Adobe two hours to reconfigure the licensing file so that it would work. Do we have a potential issue with WAMP? I read that you need to completely, including the registry cleansing, before a reinstall, the transfer may have left me with a dirty registry.

My first assumption is that WAMP functions as it should, and there is a permissions problem.

Please help and lead me to a possible solution.

Thanks, J

Oh...,

The 403 Error occurs when opening "localhost" or any of the vhosts.
