Can Apache be re-installed over existing non-functioning version?

After 4 years my Apache 1.3.33 (Win32) has become corrupted. I do not know how. It was installed as part of WAMP 1.4.3.

It will not "Start" as a service, so I cannot access even MySQL.

What is the correct procedure to re-install Apache without breaking anything else? I have all the passwords and other settings.

did you always run backup before making any change? if yes, completely remove old wamp, restart pc, install new wamp, then import data/db from old wamp backup
