Cannot Access MySQL via Line Editor in Windows XP Pro

I cannot seem to manage my account through phpMyAdmin. I cannot set any passwords or anything else through the Wamp resident graphic interface. Nor can I access MySQL through the line editor. This would be tremendously helpful to be able to use the line editor. It is far less confusing than the phpMyAdmin. You guys really missed there!

So if anyone knows how to make the line editor work "I GET ONLY ERROR MESSEAGES AND CAN'T DO THIS, CAN'T DO THAT bs

Sorry, This is just one of the most frustrating, it don't work things I have dealt with lately.
