SSL Support in CURL

I get the following error messages during the Zen Cart Setup Wizard:
CURL requires SSL support. Please notify webmaster or hosting company. 28 => SSL connection timeout
CURL problems detected: 28 => connect() timed out!

What do I need to do to resolve these error messages? Does WampServer have built in SSL Support in CURL or do I need to configure it manually? Any instructions on how to do this would be much appreciated because Zen Cart is OpenSource!

turn on ssl . left click wamp icon, apache , setting, and ticl ssl_mod

The Zen Cart Installation Wizard completed successfully but when I browse to https:// localhost /zen-cart I get an error message:
Internet Explorer cannot display the webpage.
Most likely causes:
You are not connected to the Internet.
The website is encountering problems.
There might be a typing error in the address.
I have opened the port 443 in windows firewall and still can not connect to any SSL Website Addresses (https://).
Are there any other SSL settings I need to manually configure?
