Syncronize real online site with wamp site

Hello,

What is the best way to syncronize a real online site with wamp site?

I have Jooma, Drupal and Dolphin sites. I want to develop them offline and then upload than easialy. Must I have to syncrontize mySql database, base urls, ... everytime I need to upload local files? Mannualy?

You can use slqyog for db and some ftp for sync files w/ host, but they're mostly not free
