Cannot get Joomla and Wamp to work- HELP

Hello,
I was reading the posts here because I have a problem with WAMP and Joomla 1.5. I noticed that one of the posts are similar to my problem. My problem is that I have Windows vista and had to change the port # from 80 to 81. I now have a full white dial in the task bar. However, I still am having problems getting the local host to display the page that it is supposed to.

I downloaded Joomla 1.5 and WAMP
I extracted the Joomla zip file in the folder (c:\WAMP\www\Joomla)
I went to localhost and get a blank page. What am I doing wrong?

After changing port from 80 to 81, you always have to put port in url such as localhost:81

Except you have no option to switch ISP, changing port to test if your ISP block port 80 and it's not recommended to use it permanent for some reasons
1. It's not convenient to include port to URL always
2. Loose ability to use some other stuffs beside webserver such as ftp server, ssl, webdav, so on
3. Most free scripts out there are not designed to auto detect other port than standard 80
4. Might have to spend extra money for some forwarding services if don't like subdomain for free account such as no-ip, dyndns, so on
