WampServer

This is my first post, so please forgive my ignorance. I'm trying to install J1.5 on a Windows 2k3 server and I am following the directions listed in the Installation Manaul. First order of business was to download WAMP and install. Done, but I don't know how to reach a page/script from a PC web browser on my network. I can reach the WAMP page on the server by going to the URL [localhost], but I cannot reach the anything by going to URL [<ip_address>];. The WAMP service is running, but all I get is a 403 forbidden page.
