Upgrading to phpMyAdmin to Version 2.11.4

I am trying to upgrade phpMyAdmin to version 2.11.4 from versoin 2.10.3 I used the same configuration file which is located here --> [pastebin.com] The only thing I changed was Line 71; I changed that to cookie authentication and it didn't do any good.

I am getting an error 403 Forbidden

You don't have permission to access /phpmyadmin/ on this server.

Would anyone know what i need to do to this configuration file so that I can use WAMP?

I am a newbie at using this software.

I don't have that option in my configuration file. The error message that I received indicated was while I was running WAMP server on a local machine. The error message was 403 access denied and that I don't have permission to run phpmyAdmin on this server.

I have checked the postings on Sourceforge and apparently several other people are also getting a lot of access denied. My question is whether or not I should downgrade to version 2.11.3? I tried to install version 2.11.3 and got the same error message. My configuration file is located here --> [pastebin.com]

I really have no idea what to do and would really appreciate some help on this.
