Not A Full Forum

I have set up a new forum on my computer and it works fine in local host. It goes on line but is not showing the full forum and all of the forum links are dead. Can anyone tell me where to start working on this problem?

Is it a router configuration problem that needs to be repaired before the forum is assembled.?
