OS 10038 Error

At first I had red or yellow icon. Later, I realized that i had apache 1.33 installed.
I un-installed apache 1.33 and the icon now is white, but nothing is working.
I can't see localhost.
the error message is:
[Sun Jan 20 01:45:11 2008] [error] (OS 10038)An operation was attempted on something that is not a socket. : Child 1828: Encountered too many errors accepting client connections. Possible causes: dynamic address renewal, or incompatible VPN or firewall software. Try using the Win32DisableAcceptEx directive.
