cant access phpmyadmin

Hello every time I try to access http:/localhost:81/phpmyadmin, I get the error FORBIDDEN you dont have permission to access/phpmyadmin/ on this server. How do I fix this error.

I can run the server, MySQL and PHPADmin from the local host.

To access it from outside, you need to have proper setup, and it's also a big risk to open it up for outside access, so if you're sure you really want to do it, email me

my username + my domain = my email

Remember, for your own security, don't send any username or password
