I recently downloaded a website template that is a .gz application. None of the programs on my computer will open this. Does anyone here have any suggestions on what I can use? Or how to open it?

To extract it, use any zip utility such as winzip, winrar, or free 7zip

.gz is linux based file compressed with gzip. you can extract gzip files with winrar. you can download that at www.rarlabs.com.
