CLI Restart Apache

I'm developing a script to rotate logs and I'm having trouble restarting apache with a batch job and the following does not seem to do the trick. Can someone provide some incite?

services wampapache restart

net wampapache restart

I don't know if it is me running XP or what but I had to use

net stop wampapache
net start wampapache
