Apache doesn't work

This is the error code
The server always log this error , and i can't visit the page.But MySQL work nice.

[Tue Jun 05 19:38:29 2007] [error] (OS 10038)An operation was attempted on something that is not a socket. : Child 928: Encountered too many errors accepting client connections. Possible causes: dynamic address renewal, or incompatible VPN or firewall software. Try using the Win32DisableAcceptEx directive.
