File uploads caped at 50KB/s

Hi,
i have tried searching around on this forum and google but to ho avail. So basically the problem is my upload speed is 1,334kbps about 140/150KB/s but a single file it seem to get limited to 50KB/s when i try to download form collage.
help would be appreciated,
