WampServer

Hey whats up everyone? Ok so im reading here that since wamp is windows there is no CHMOD and not to worry about it. Im just trying to figure out if there are any windows user accounts that need to be added in order for a site to work. I can view my site locally and everything shows up fine. Remotely its no good.

Any ideas what i need to do or change. Thanks
edit - Im a dope. Im new to having a local site lol. I installed the site locally and thats why the file structure is the way it is. duh!! thanks

And if you have dns and proper vh setup so you can have something like these:
