PHP includes can't access external site

Hello,
With my new WAMP install, everything is up and running. However, when I try to use PHP to include a site/file external to my computer (ie. [google.com]), it gives me an error saying URL includes are not allowed, and that I need to allow fopen. This is odd, as fopen is set to On in my php.ini file. I have tried turning off my firewall, putting the server in online mode, and connecting it directly to the internet (without my router), all to no avail. Does anyone know why this is happening?
PS: The include command works fine with any local files.
