localhost irregular

I successfully installed wamp5_1.6.6 on Windows XP Professional.
Installing Joomla on top was an irregular process as is tryintg to use Joomla 1.5 now.
Contacting localhost sometimes seems to freeze halfway loading a page. At other times it is just as snappy as you want it to be. Sometimes after an unpredictable time the page is loaded, sometimes I have to quit Firefox and have to start all over again.
In addition: I can see in the Task Manager that no other processes use the CPU except SVCHOST.EXE for just 2 percent
Any explanation?
