Serious Problem in loading localhost

Dear Friends,
I have a serious problem in the use of Wamp. I have installed WAMP5_1.6.1.exe without any problem and when i write on Internet Explorer (Verison 6.0) [LOCALHOST]
I ALWAYS TAKE THE FOLLOWING ERROR MESSAGE:
HTTTP: 403 FORBIDDEN and i cannott do anything at all
Please send me an advise what to do

make sure apache is running and that you have an index.html or index.php file in c:\wamp\www folder
