WampServer

1) I get this message when trying to run a program,
Forbidden
You don't have permission to access /Test/< on this server.

2) when I set the root password in phpadmin and then try to reconnect to phpadmin it tells me I don't have access anymore to mysql, can you guys point me in the right direction?
