How install a Banner?

An exemple:
- I've a free host (I admin), I need put a Banner in ALL PAGES, but is very work to me in ALL PAGES.

There is a mode for this?
Configuration of .htaccess, php.ini...

I need of your help, no is for a REAL BANNER, but for a Script Special of Administration.

this has nothing to do with wamp. you need to find some kind of free host script.
