Curl MOdule will not load

Windows 10 IoT platform using either 3.3.2 or 3.3.5 Wampervers install, all runs fine EXCEPT CURlLmodule will not load.
i have enabled everything and added everything. Curl module is in the "ext" path and the "phpForApache.ini" file is correct.
NO errors in any logs, nor any messages about CURL module. Just does not load.
Wampserver 2.4.x worked fine with Curl module enabled.
Has this been check in the 3.3.2 or 3.3.5?
If I had to guess, I would say that support for loading CURL was not built into these releases of wampserver.

Which PHP and Apache versions?
There are incompatibilities between Curl versions depending on the Apache/PHP version pairing.
Don't ask me about version incompatibilities, I don't know.
