file folder rights

Failed to unlink file 'assets://css/css_4PAeT4dMiadmmD9t_xS9tkg36id2j4imvFUmocQZbdM.css'.

I get this when the webserver is removing cache files.

I checked / reset folder rights = OK

I get this running Drupal using wamp server

Absolutely nothing to do with Wampserver!
To do with Drupal!
