No, you don't need to install PHP 5.6.40 in 32 and 64 bit. In fact, you'll only be able to install the 32-bit version if you have a 32-bit Wampserver installation.
Regarding VCRedist redistributables, PHP 5.6.40 is compiled with VC11, so for correct operation, VC11 redistributables must be installed.

all VC ++ packages are installed and with the latest versions.
