WampServer

I have done all of the above... I created a user and a database with MariaDB, and even get it to work in chrome but when I try to save a new user from the webpage a get this error on a popup window:

host says:

could be made because the target machine actively refused it.

And

In phpMyAdmin:

#1045 El servidor MySQL no autorizó su ingreso


I'm guessing its has to do with the fact than we have disable MySQL, so now how can I fix this?
