How connect to AWS RDS from W10 local phpmyadmin

I got installed WS 3.1.0 on my W10 PC and I would like to try and test a connection from my phpmyadmin to AWS RDB .
I read something and I tried to implement it but nothing happens... on server drop down list to connect.
Are there someone who can help me on how to edit and modify config files (wamp e phpmyadmin) ?
If you need I can attach or send the two config files.

Obsolete version and no longer supported. The current version is 3.2.3 with update 3.2.4.
