where is my config.inc.php?

in order to solve my other issues around php 5 and php 4, i loaded the extension for php 4.2.2
the following message came when entering phpMyAdmin
MySQL said: Documentation
#1251 - Client does not support authentication protocol requested by server; consider upgrading MySQL client

it suggests to make changes in the config.inc.php file however I cannot find this file.
it's not in the phpmyadmin folder and even a general windows search for it can't find it.
I've found the config.inc file but that one starts with a warning NOT to change it but rather change the (not present) config.inc.php file.

Any suggestions would be appreciated. the goal is to get the phpMyAdmin going again. Switching back to php 5 was possible and all was normal as I left it there.

ah solved it myself, used the OLD_PASSWORD ('newpassword') function,

works like a charm

It's not a file but it's a command to use w/ MySQL consol
