I got a WAMP installation on a PC and I'm not a programmer...

What does it mean ? Is it easy to fix it ?

Hi,

It seems to me that you had a similar problem previously because you were not an administrator and Wampserver had not been installed as an administrator.
The lack of authorization for chmod and the impossibility to create symbolic links is due to this.
