Hello everyone, my wamp server works correctly and the icon is green, but the yellow background and a red dot, what does it mean?

Hi

If you are using WAMPServer 3...

This means that you have Activated the `Put Online/Put Offline` redundant feature and have set WAMPServer to be `Online`

This is no longer compatible with WAMPServer 3 and was therefore removed to a Unavailable state before being removed completely in later versions.

The Online or Offline state of WAMPServer is probably not what you think it is. It just means that the httpd.conf file has been amended to be `Require all granted` However as localhost is now a Virtual Host, it has not real function as the settings on the localhost Virtual Host override the settings in httpd.conf.
