System Error VCRUNTIME140.dll

Hi! When I start the program, System Error appears: The program can't start because VCRUNTIME140.dll is missing from your computer. I reinstall the program several times but unsuccessfully. The icon remains red. i have Windows 7 64bit. How can I solve the problem? Thank you for your help in advance.
