wamp mysql_connect() and mysql_connect('', '', '') is OK

I find that wamp mysql have empty username and emtpy password at localhost,if not "Warning: mysql_connect(): Access denied for user ''@'localhost' (using password: NO) "
if no parme, mysql_connect() how did work? I dont under stand mysql refman said

MYSQL Comes with these settings

Username = root
password = blank (empty)
