after creating a virtual host sysguard.eu original web domain of the same name "sysguard.eu" gives the following error when opening with chrome browser

ERR_CONNECTION_REFUSED

where is the problem ????

Chrome is the problem. Try with another browser.

Open a command windows - as an adminsitrator -
(The word administrator must be in the windows title)
then type these command line by line

   netsh winsock reset
   netsh winsock reset catalog
   netsh int ip reset reset.log
   netsh int ipv4 reset reset.log
   netsh int ipv6 reset reset.log
   ipconfig /flushdns

Then, restart the machine.
This resets all IP configuration.
