chmod problems

i am trying to find out why i can't chmod a file?? i have setup serv-u ftp server and when i log in and change files to chmod 777 it does nothing. is this something in wampserver? is there a way that i can chmod a file locally without having to ftp in? any help would be greatly appreciated. thanks in advance.

Windows doesnt know what "chmod" is.
Thats a *nix file spec.

Maybe have to use .htaccess file
