No connection could be made because the target machine actively refused it

Hello. Whenever I am trying to connect my client to my server, I am getting the following error message: "No connection could be made because the target machine actively refused it." My icon is currently green and I've tried nearly every suggestion on other posts related to this issue but the problem persist. Can anyone help me with this? I'd appreciate any help I could get.
