"GNU GENERAL PUBLIC LICENSE
TERMS AND CONDITIONS FOR COPYING, DISTRIBUTION AND MODIFICATION section at paragraph 8 we have this:

Would you please tell me :
1)who are "PATENTS"?
2)what are the mentioned "COUNTRIES"?

A patent is a kind of certificate which restricts use of something to whoever invented.

NONE.
Because : "IF the distribution and/or use of the Program is restricted in certain countries either by patents or by copyrighted interfaces...

Wampserver is not dependent on patents of invention or limitation of territorial distribution.

Does that include some of the encrytions mechanisms? I did not answer this as I was unsure about some of those restrictions?

What about "COPYRIGHT INTERFACES"??
I ask all of this because through "SOURCEFORGE" I can download many apps but NOT WAMPSERVER due to a "FORBIDDEN LOCATION!"
So I download that from somewhere else.
But morally I want to ask for a permission to continue using that in my country.

Hi,

Either it's your country that prohibits access, or it's Sourceforge banning IP from your country but Wampserver nothing to do.

Try to go to [wampserver.aviatechno.net]
