I have made a simple index page that links off to a bunch of other pages that I cannot create. how do I create these other webpages?

As Otomatic said, this forum is about using the WAMP - Windows Apache, MySQL, and PHP installer but I have a question:
What do mean, exactly, by "...bunch of other pages that I CANNOT CREATE."? Emphasis on "cannot create"
Do you not know how to create a web page from "scratch" or what ??
